Finances and Local Control

Maintaining a balanced budget and fighting for local control is a testament to Bill's devotion to our community.
Even in California's current fiscal crisis the State Legislature continues to push for more laws that take power from local government. The Torrance City Council may be forced to hike trash collection fees. Every effort is being made to avoid the increases that could be the result of two state mandates AB 32 and AB 939. AB 939 was the original recycling law that mandates (without or with only partial funding) waste reductions across the state. AB 32 is the California Global Warming Solutions Act of 2006. The net effect was to steeply increase costs to municipalities; thereby forcing us to ask residents and businesses to pay more.

On top of those two increases, the State is once again looking to take redevelopment money from the Counties and Cities. Bill was proud to vote to allow Torrance to join a Statewide Law Suit to prevent the raid on City finances to pay for the State's accumulated debt.

Some might say that Torrance can simply use its reserves. Using reserves is not a wise alternative. Dipping into reserves is always an absolute last resort. It is irresponsible to consider stripping our savings for day-to-day operations unless there is no alternative. If the State Legislature continues down its ruinous path, at some time in the future we may have to use reserves. Should that day come, we can then be thankful that the Council remained fiscally responsible and made the hard decisions they did now without depleting our reserves.

As the Torrance delegate to the California League of Cities, Bill is a tireless advocate for local control and fiscal responsibility. He will continue working for you and to positively impact Torrance's bottom line.

Protecting the City's assets has required Bill's full time diligence, The fine people of Torrance have been understanding of the challenges we faced and our successful efforts to meet those challenges.
