LIQUIDITY = CASH FLOW

There is sometimes confusion about the meaning of liquidity in Municipal Finance.
When there is a Municipal budget in the hundreds of millions of dollars, having cash available at the right time to meet obligations is a full time endeavor. In addition to day-to-day operations, we must consider a multitude of special projects with a variety of payment due dates.

Besides the City Manager's Office, Torrance has 10 different major departments. We have to coordinate with them all. Over the past ten years I have developed close professional relationships with the staffs of all our departments. We communicate on a daily basis, but planning of investments has to be coordinated for needs from weeks to years ahead of time.

Like your families financial transactions, we really cannot be late with payments. The good faith of the city is well established and that faith is to be jealously guarded. Those people we do business with on behalf of the community know we will do our job correctly. They know that as Treasurer they can depend on my professional competence. I am:
