Bob Luca has established an impressive record of innovation and fiscal discipline during his law enforcement career of more than 30 years. From leading major criminal investigations to launching successful crime-fighting programs as Chief of the California Bureau of Investigation (C.B.I.), Luca has fostered teamwork and transformed great ideas into lasting solutions for El Dorado County and the state.

Raising his family in the county, where he has lived for 23 years, Luca has led numerous criminal investigations locally, and has a long history of delivering effective and sustainable law-enforcement initiatives.

As C.B.I. Chief during his 30-year tenure with the California Department of Justice (D.O.J.), Luca directed the Attorney General's criminal investigation and intelligence operations. He led local and statewide fights against narcotics, gangs, sexual predators, fraud, elder and dependent-adult abuse, organized crime, and high-tech crime.

Luca's guidance transcended his own organization. Managing across decentralized law enforcement agencies, he tackled complex logistical and financial issues by eliminating redundancies and fostering teamwork. Luca worked with Sheriffs, Police Chiefs and District Attorneys to design and roll out the heralded Sexual Predator Apprehension Program, Cal/Gang system and Sacramento Valley Hi-Tech Crimes Task Force--used today in El Dorado and other counties.

He began his D.O.J. career on the streets as an undercover narcotics agent, infiltrating notorious gangs and arresting hundreds. While attending college, Luca was a Reserve Deputy Sheriff in Fresno County.

Luca applied his anti-crime and management experience in the private sector, too. As Global Director of Corporate Security for E-Trade Financial, he developed the corporation's worldwide physical and information-security infrastructure to cost-effectively combat fraud and other cyber crimes.

He and his wife, Diane, have three grown children and live in El Dorado Hills. Active in his community, Luca volunteers for CASA El Dorado and Furniture for Families. He holds a bachelor's degree in criminology from Fresno State, a master's degree in public administration from the University of Southern California, and credentials from the Kellogg School of Management at Northwestern University, the FBI Academy and Command College.
