Smart Voter Political Philosophy for Frank Scavo

#1 JOBS: Anyone that claims a JOBLESS RECOVERY is under way is out of touch!! We need to cut corporate tax rates by ten percent, and also eliminate the CAP and FRANCHISE tax to actually attract businesses that will create jobs. Pennsylvania's punishing business taxes, when combined with federal tax rates, ranks us second worst, only behind the country of Japan, for attracting and keeping industry, which creates jobs. I also support a minimal tax on Marcellus shale drilling of one percent, which will be used to offset the cuts in the corporate tax I propose. I support drilling on state game lands and want immediate ENVIRONMENTAL standards legislation copying the state of Texas. We need jobs NOW and this is a 1.7 billion dollar industry that will supply these jobs.

#2 TAX INCREASES: Frank is the only candidate that ruled out any tax increase and has signed three NO TAX INCREASE pledges from ATR (Americans for Tax Reform http://www.atr.org), AFP (http://www.americansforprosperity.org CAP AND TRADE GLOBAL WARMING TYPE TAX) and EMPOWERPA (http://WWW.EMPOWERPA.ORG) pledge. Our budget was 22 billion in 2002 and 30 billion today. Spending is the problem, not increasing your taxes. ELIMINATING PROPERTY TAXES by enacting HB1275 permanently eliminates SCHOOL DISTRICT PROPERTY TAXES and shifts them to a consumption base 6% sales tax . #3 PENSIONS: At the WVIA debate, Frank declared he will not take a taxpayer funded pension. He reminded the crowd of Bob Mellow's $313,000 a year Goldman Sachs like pension. Frank also challenged the other candidates to do the same, with no reply. To solve the PSERS and SERS teacher and state employee pension crisis, Frank will cut the state budget for the next two years by ten percent (EXCEEPT FOR VETERANS AND DISABLED) and place all new hires in a defined contribution plan. Frank will not bury our kids with bond debt, as that is no solution. We need to pay these obligations now and never make this political pay off, bankrupting mistake again.

#4. REFORMING HARRISBURG

THE SIZE of the LEGISLATURE: Moving to a part time legislature like the state of Texas,which has more people and land than Pennsylvania is a top priority, reducing the State house from five reps per senatorial district to two will also give good, solid representation for the people at affordable costs.

THE CORRUPTION of the LEGISLATURE: Ending pensions and WAM's for elected officials and ending per diems is also on the agenda for Frank. "We need government of, by, and for the people. Returning to a citizen legislature is the only hope for our state. We have seen what the connected have done. They have betrayed the public trust!"

Senator Mellow is the poster child for TERM LIMITS! I would serve no more than three terms. I would also move to double criminal sentencing guidelines for elected officials and immediate loss of pensions if indicted on criminal charges.

#5 MISCELLANIA and COMMON SENSE: I will fight for our rights as a state and oppose any UNCONSTITUTIONAL laws that limit free speech, gun ownership, amnesty for illegal immigration, bailouts, emminent domain, national healthcare or any other statist, freedom robbing, big brother government programs.

MY PLEDGE TO YOU, THE VOTER: I will never sell you out to any lobbyist or special interest. I will fight for your safety and for the taxpayer. We have fought for our freedom, and I will never cut vital programs for veterans or the disabled. God Bless you and these United States!
