Ann has more than 25 years of legal experience. She has practiced with the Timoney Knox law firm since 1984, after serving as law clerk to the Honorable Donald E. Wieand, Judge of the Pennsylvania Superior Court. She is a graduate of Gettysburg College (B.A. magna cum laude with departmental honors in political science, 1977) and Temple University School of Law (J.D. 1980). The focus of her law practice is on municipal and real estate law, including zoning and land development and municipal and general litigation.

Ms. Weiss has served as Solicitor for Perkasie Borough in Bucks County since 2004. She has provided legal services for many other municipal clients including Bucks County, Upper Moreland Township, North Wales Water Authority, North Penn Water Authority, Bedminster Township, Lehigh County Authority, Telford Borough Authority, City of Reading, Northampton Township, North Wales Borough, Montgomery Township Municipal Authority, Hatfield Borough and Milford Township Zoning Hearing Board. She has also represented private clients on real estate related matters and zoning, land development and condemnation matters before local municipalities and agencies. She is well versed in zoning and land development and she also understands very well the motivations that drive the applicants appearing before the municipal boards as well as the perspective of the municipal officials.

Ann worked for approximately ten years as co-counsel to the North Penn and North Wales Water Authorities in connection with the Point Pleasant Water Diversion Project, known as "the PUMP." This matter, characterized as the single most significant in the recent history of Bucks County, was brought to a successful conclusion for the Montgomery County water authorities, who in settlement of their multi-million dollar damages claim against Bucks County, acquired ownership of the entire water supply project. This representation involved proceedings before the Bucks County Court, the Pennsylvania Commonwealth and Supreme Courts, the state and federal environmental regulatory authorities and the Pennsylvania Environmental Hearing Board.

Ann has also worked on matters involving contractual and territorial disputes among municipalities and between municipal authorities and their customers. She served as co-counsel for Montgomery Township Municipal Sewer Authority in litigation against the Authority brought by a developer challenging the Authority's tapping fees. That matter involved a lengthy trial before the Montgomery County Court and resulted in a favorable decision for the Authority. She has also written for the PA Municipal Authorities Association's magazine "The Authority" and lectured on Municipal Law at PA Bar Association Legal Education Seminars.

In addition to her legal practice, Ann is very active in the community. She served as an elected Township Commissioner for Ward 2 of Upper Dublin Township, Montgomery County from 2002 through 2006. She presently serves on the Ambler Ambulance Board of Directors and previously served as Council Member and President of Upper Dublin Lutheran Church, where she taught first grade Sunday School.
