24-year Resident; Current Council Member; Ways and Means Committee Chair; Member - Public Safety Committee & Public Improvements & Facilities Committee; Liaison - Economic Development Commission, Environmental Awareness Board, Parks & Recreation Commission.

Answer from Sheila J. Cottle:

Served my first term as Forest Park City Council Member 2005-2009, 38 year career as a licensed Registered Nurse as hospital nurse manager, team member Community Mental Health Center and State Agency, with owning my own Case Management/Life Care Plan business for over 20 years.

? 2. What plans do you have to address your top three priorities? (100 word limit)

Answer from Diana J. Herbe:

With colleagues on Council and staff, I plan to protect as much as possible public services during these challenging economic times and to preserve our ability to attract and retain business in our community through the use of targeted incentives and tax increment financing that has attracted millions of dollars of investment in our community.

Answer from Sheila J. Cottle:

Continue to provide leadership in my second term on the City of Forest Park City Council in the areas of Public Safety, Economic Development, Diversity and Quality of Life. Continue to maintain our Quality of Life through Protecting our Community Property Values, a Safe Family Oriented Community, a Working Partnership with City Government, Forest Park Businesses and our Winton Woods School System in order to Guarantee successful outcomes for all our children, who are students in our Community!

? 3. What two actions would you promote to enhance city revenue or decrease city expenditures in order to balance the city budget, given the current economic conditions? (100 word limit)

Answer from Diana J. Herbe:

The budget process is currently taking place in the city and cuts need to be made to account for decreased revenue resulting from the downturn in the economy and the underperformance of Cincinnati Mall. These cuts will continue over the next few years, but I support the protection of vital services in the community. While the city has operated efficiently for years, we do need to look at creative ways to enhance revenue if we intend to continue providing current services to residents.

Answer from Sheila J. Cottle:

Continue to be successful in our city Economic Development in order to conitnue to bring local jobs to our residents and provide revenue to our City. Continue to "shop and buy" products in our City of Forest Park to support our City's Businesses! Public Safety and Quality of Life are important areas for our city to grow and maintain our residents and businesses.

? 4. What steps should the local government take to ensure that the quality of rental property meets minimum legal standards? (100 word limit)

Answer from Diana J. Herbe:

Approximately three years ago Council passed an ordinance requiring rental owners to submit to outside property inspections. Council at that time did not move to require rental owners to submit to inside property inspections, but left open the possibility that it might at some time move in that direction. I believe the Council might be receptive to move in that direction if there were evidence of the need to do that.

Answer from Sheila J. Cottle:

Utilize our City Property Maintenance program that insures that all properties, include meeting the property requirements of our City of Forest Park. Develop neighborhood commitement to enhance the area in which we live, work, and raise our families.
