Shall a levy be imposed by the Reading Community City School District, County of Hamilton, Ohio, for the purpose of AVOIDING AN OPERATING DEFICIT in the sum of $1,170,000 per year, and a levy of taxes to be made outside of the tenmill limitation estimated by the county auditor to average five and seventy-one hundredths (5.71) mills for each one dollar of valuation, which amounts to fifty-seven and one-tenth cents ($0.571) for each one hundred dollars of valuation, for a period of three (3) years, commencing in 2009, first due in calendar year 2010?
