Homelessness and panhandling

While recognizing the separate groups of homeless and near homeless, I believe the City's fundamental role should be to assist organizing and coordinating the already available community, NGO, and faith-based resources. I do not support allowing homeless to live in vehicles parked on City streets. This will create enforcement problems and quickly become unmanageable. Further, it will impart an unsavory appearance to the City. I do support re-opening the river bottom to camping. I do not support elements of the 10 year plan that would involve taxpayers supporting homeless, nor do I support the construction with taxpayer funds of permanent housing. I would support streamlining of private development of housing in suitable areas.

Aggressive panhandling, drug dealing and use, and loitering/vagrancy in our downtown business and Promenade areas should be initially addressed by restoring foot and/or bike patrols. Funding for such patrols is obviously problematic given the fiscal condition of the City. I support reviewing alternatives to increased taxation for the patrols, such as parking fees in the districts and reevaluation of funding priorities of existing City programs. Legal strategies should also be explored, and I would gladly chair a sub-committee to research what legal options are available.
