In accordance with past practice, shall the Town's appropriations limit be increased by one and a half times the amount of the any voter approved parcel tax for four years?

Impartial Analysis from the City Attorney, Town of Atherton
If this measure is approved by a majority of the voters, the Town of Atherton appropriations will be increased by an amount equal to one and a half times the amount of any voter approved parcel tax. This adjustment would be in effect between July 1, 2010 and June 30, 2014.

Article XIII B of the California Constitution establishes an appropriations (expenditure) limit for California cities and towns. The voters may increase the appropriations limit but only for four years at a time. This measure does not adopt or increase taxes.

A "yes" vote is a vote to increase the Town's appropriations limit so that any voter approved parcel tax may be collected and spent.

A "no" vote is a vote to limit the collection and expenditure of any voter approved parcel tax to a level that, combined with certain other revenues, does not exceed the Town's statutory appropriation limit.

The parcel tax renewal is not a new tax but continues the existing amount of the Town of Atherton's current parcel tax. This measure is a technical requirement in the State Constitution to allow the Town to spend parcel tax money to fulfill the voter approved purposes.
