Fighting for our Constitutional Rights, and WINNING... Statement of Victor Frost for the Palo Alto City Council Race, Nov 3, 2009...

As a panhandler in Palo Alto, I have been in touch with the people on a dally basis. People tell me there are problems, there are joys, also there are dreams. If elected, I will still be in touch with my people. Yes, I'm fighting for our constitional rights, and WINNING! The sit-and-lay ordinance which was passed by the 8 City Council members, including Beecham, Cordell, Drekmeier, Kishimoto, Kleinberg, Morton, Mossar. These council members are sick and demented people; we don't need this kind of people in our city government. (RATS in City Hall). By passing this ordinance they all broke their oath of office and stomped on our constitutional rights.

Issues: Free Speech, Freedom of Expressition, Selective inference. Also ongoing homeless harassment, campaign Enforcement, and generating blatant stupidity within the City Council and the Palo Alto Police Department.

It is cruel and unusual punishment to arrest a homeless person sitting on a milk crate, begging for food within the public domain. I was arrested 12 times without probable cause, this is not good... 11 of the citations have been dismissed by the Superior Court Judge on the grounds of selective enforcement.

The last one will be decided on September 15, on points of its constitutionality. ...If all are dismissed, will I sue? YES...

Palo Alto Public works: they have taken homeless stuff from camp sights...tents, Bar-B-Qs, sleeping bags, radios, laptop computers, and good knows what else...I want my stuff back...

Opportunity Center: The 25 million dollar homeless train wreck is not working. It is not meeting the needs of the families that need help, the down-and-out homeless who need help in many ways. We need 300 meals a day, every day at 5 pm served hot, fresh and nutritious. USDA commodities program will be a large part of this project... PLEASE, NO MORE DUMPSTER FOOD!...We are still getting sick from it. Two dormitories mail and female, 100 beds each, with showers and storage lockers...No more yoga mats or rats!

A new day labor program that works, $10 an hour to be paid at the end of the day...so dad can buy milk, put food on the table and pay off bills...Also giving the homeless self-esteem and a sense of worth...most of all a new life...

The new Homeless Garden: Replanting the homeless Garden will provide jobs and fresh food for the new Opportunity Center kitchen. This will give new life to the down- and-out in PA.

The new Palo Alto 4th of July Bar-B-Q, on the steeps of City Hall, with food venders, to provide, beef, beans and beer. A good old fashion chilly cook off. Live bands and speeches. This will proved unity in community...

It is as clear as an Indian spotted pony on the lone prairie that there is something very wrong with the Palo Alto City Council and the Palo Alto Police Department. We must work to change this, and resolve their problems to a competent level. This in turn will improve the quality of life here in Palo Alto.
