Public Health

By R. Lane Anderson

Candidate for Councilmember; City of Santa Barbara

We are calling on enforcement of public health law and banning all pesticides from city use.
While the city is not on the hook for most health care, the city has a responsibility to guard public health. A prime example of the city's neglect of this responsibility is the failure of the city to enforce the 1997 law created by public initiative banning all gasoline powered leaf blowers from the city. Leaf blowers are dirt blowers. They are also allergen and carcinogen blowers. There have recently been warnings from the fire departments regarding the ash residue, which may contain various carcinogens. The blowers make invisible particles airborne, even if the leafs are picked up. It seems like there is little more offensive than using a fossil fuel powered machine to blow dirt and allergens into someone else's yard, nose or lungs.

Electric leafblowers are also illegal under city law unless all debris into a sealed container, even the invisible particles....which of course makes them illegal all the time.

SANTA BARBARA MUNICIPAL CODE TITLE 09 Public Peace and Safety C. CLEAN-UP OF DEBRIS It is unlawful for any person operating any type of Leaf Blower to blow cuttings, refuse or debris onto a neighboring property or into a street or gutter. It is also unlawful for any person operating any Leaf Blower to fail to properly dispose of accumulated debris, leaves, or refuse in a sealed trash or refuse container.

Our campaign is also calling for an end to the use of all pesticides in the city gardening program.
