Victor Manalo is a longtime Artesia homeowner and resident. He and his wife Monica have been married for 17 years and are the proud parents of three beautiful children, Amanda, Isabel, and Jack.

Mayor Pro Tem Manalo has earned a Ph.D. in Social Work from the University of Southern California and is Assistant Professor in the School of Social Work at California State University, Los Angeles. He earned an M.S.W. from California State University, Long Beach and a B.A. from Marquette University in Milwaukee, Wisconsin. He has over 20 years of professional social work experience working with children, youth, and families from recreational, after-school programs, and camps to group homes, work programs, and child protective services.

Mayor Pro Tem Manalo has served the community as a Commissioner and Chairperson of the Planning Commission for the City of Artesia, as Chairperson for the ABC Unified School District Legislative and Policy Committee, Boardmember of Su Casa Family Support Center, Columnist for the Los Cerritos Community News, and active member of Holy Family Church.

Mayor Pro Tem Manalo has worked with his council colleagues to balance a $1.3 million budget deficit without employee layoffs or service cutbacks. He ensured community and business participation in the downtown revitalization planning process through town hall meetings and helped to establish the Artesia Business Association. He provided two university students for internships at the Artesia Senior Center and at AJ Padelford Park. He worked with the ABC Unified School District to establish "Artesia Walk to School Week".
