Smart Voter Political Philosophy for Dominic Pileggi

Candidate for
State Senator; District 9

Everyday Senator Pileggi works to make the 9th District and the Commonwealth of Pennsylvania a better place to live. Just recently Senator Pileggi worked on a bipartisan effort to improve the public health of Pennsylvania. The Clean Indoor Air Act was passed through the Senate, House and signed by the Governor. This new law will prohibit the smoking in most public places and work places. This law gives us a foundation to improve upon for years to come. Senate Republicans recently announced a comprehensive health care package designed to improve health care access and affordability. The HealthNET PA proposal will allow people easier access to health care insurance and health care clinics. "This proposal is a $100 million blueprint that would expand access to health care to 507,000 uninsured and low-income working Pennsylvania," Senator Pileggi stated. He believes that this plan is the most direct way to provide health care to those who otherwise would not have access.

In order to protect the citizens of his district from the growing risk of identity theft, Senator Pileggi supported Senate Bill 712, which provided notification to citizens whose personal information was or may have been disclosed due to a security breach. Senator Pileggi has introduced an amendment to this bill, Senate Bill 1266. This bill in addition to SB 712 requires that the State should report personal information breaches; however, SB 1266 believes that this disclosure should occur with in one week of the breach.

To promote economic development and job creation Senator Pileggi introduced a bill to provide capital financing to Independent Colleges for Economic Development Projects.

"By providing greater opportunities to invest in capital projects, we can increase the attractiveness of Pennsylvania's independent colleges and universities, and offer good prospects for economic expansion in the communities they serve," said Senator Pileggi. "We need to continue attracting college students to support our workforce and to do that we need to support our independent colleges and universities -- the Commonwealth's future requires it."

In November of 2006, Senator Dominic Pileggi was elected by his fellow Senators to serve as the Majority Leader of the Pennsylvania State Senate. The Majority Leader is one the primary officials in setting the legislative agenda for the Pennsylvania Senate. The Majority Leader also manages the legislative calendar and plays a key role in Senate floor debates. As State Senate Majority Leader, Dominic Pileggi has worked aggressively to bring reform and transparency to the Pennsylvania State Legislature.

His top legislative initiative, Senate Bill 1, has rewritten Pennsylvania's 50-year-old Open Records Law, making government at all levels more transparent and responsive to the people. He worked to pass Pennsylvania's Clean Indoor Air Act, prohibiting smoking in most public places and workplaces.

Since being elected Majority Leader he has lead several initiatives to make the Senate more open and transparent. He worked to create the, Citizens Action Page, an online portal that gives Pennsylvanians live access to Senate floor debates, Senate votes, pending legislation, lobbying disclosure forms. He has worked with his Republican Colleagues to end the `lame duck session' after the November elections. The Senate has implemented more rules that make them more accountable and their work more transparent to the citizens:

  • Limiting Senate session times to between 8 a.m. and 11 p.m.
  • Eliminating private leases for Senate vehicles.
  • Requiring all roll call votes from the Senate floor to be posted on the internet within 24 hours and all Senate committee votes to report legislation to be posted within 48 hours.
  • Requiring amendments to be posted to the internet before they may be offered on the Senate floor.
  • Implementing a co-pay on health insurance for Senators and staff.
  • Prohibiting members who live within 50 miles of the Capitol from claiming per diems (an allowance for daily expenses).

All of this is part of an ongoing effort to make government more accountable to the citizens and taxpayers of Pennsylvania.
