Shall St. Louis County, Missouri impose, in addition to an existing County-wide sales tax of one-quarter of one percent for the same purpose, a county-wide sales tax of one-half of one percent (0.50%) which shall have a sunset date twenty years from the date on which the tax is first imposed, for the purpose of providing a source of funds for public transportation purposes, with the revenues from one-quarter of one percent (0.25%) to be used for expansion of a light rail system and revenues from the remaining one-quarter of one percent (0.25%) to be used for the maintenance and operation of existing public transit facilities?

Impartial Analysis from League of Women Voters of Saint Louis
Proposition M provides for a one half of one percent sales tax for public transportation. The tax is in addition to the existing one-quarter of one percent sales tax for public transportation. The new tax is expected to generate $80 million annually. One half of the proceeds of the tax will be used for the maintenance and operation of the public transportation system and one half will be used for the expansion of the light rail system. The tax would end in twenty years. Advocates of the tax say the additional revenues are needed to cover the increasing costs of providing service and to reduce the need to cut service at a time when use of the system is increasing. Proponents say that expansion of the light rail system will promote economic development and create jobs.

Opponents say more emphasis is needed on maintaining and operating the present system. Opponents further argue that alternative methods of providing faster, more efficient, more flexibile mass transit that would be less capital intensive than light rail should be considered
