Smart Voter Political Philosophy for Paul A. Westberg

Candidate for
Director; Oak Valley Hospital District

During the past four years Mr. Westberg has helped OVHD achieve a number of goals:

  • Financial stability and profitability - OVHD has received an unprecedented four straight years of `unqualified opinion' from the external financial auditors. OVHD was profitable during these years accumulating almost $20M toward the new hospital building
  • Quality programs established and in place - The hospital had the top score in patient satisfaction and overall patient quality during the past years in surveys where we were measured. In the latest JCAHO audit, the examiners sited OVHD quality processes and measures as excellent.
  • Utility plant completed, business offices moved to new medical office building, and older auxiliary buildings removes to make a space for the new hospital.
  • Clinic facilities completed in Oakdale and Escalon, and being just completed in Riverbank, to meet the outpatient health care needs of those communities.
  • Emergency room and ambulance experiencing increases in quantity and quality services. Family Support Network (FSN) continues to meet the needs of families and health education for our communities.

Mr. Westberg cites the following Board challenges facing the hospital over the next four years. He is ready to lead and tackle these complicated healthcare issues:
  • Our organizational performance needs to rise to the next level. This includes quality focus, financial stewardship, and process improvement.
  • The 35 year old hospital needs to be re-built. The passage of Message H in 2004 was one of the most important issues that the community has faced. With the sky-rocketing costs of hospital construction since then, OVHD will be looking for alternative plans for the $85M project that will meet the needs of the next generation.
  • A plan for the future of the long-term Oak Valley Care Center needs to be established and executed. The current facility needs to be replaced.
  • There needs to be a Vision for Community Health in our community. A vision for the district of "The Healthiest Community in America" can be achieved.
