Elk Grove City as the Silicon Valley of Greentech and the most High-Tech City in America

Create a new Greentech economy and bring in new jobs, we also need to be the most high-tech city in a form of e-Government
Elk Grove City budget is heading into trouble. I do not want to cut services. In fact, I want to expand and increase city services to a form e-Government. Besides emergency 911 service, I like to see an addition of e911 whereas our emergency services are available online 24/7 through instant messaging. Also, I want the city to be open 24/7 for all city business services. I want all business services available online at anytime and at any place. This means the city will issue business licenses online and allow Elk Grove citizens and businesses to conduct any transaction online. I also like to re-arrange city staff to work in flexible hours covering 24/7. City employees can work at home using their computers a couple days per week, and come into the shared office to work every other days. City tickets or any transactions can be review, process, and pay online.

In order to finance e-Government, I will propose a hiring freeze, review where we can reliably automate in city services. e-Government and automation can increase city services and response time, and at the same time, maintain quality and provide great savings for the city budget.

This is an investment for Elk Grove City. Not only do our city needs to be the Greentech of Silicon Valley bring the new waves of new Greentech jobs to our city, we also need to be the most high-tech city in America in the form of e-Government.
