Water Resource Engineer

By Donald R. Froelich

Candidate for Board Member; Moulton-Niguel Water District; Division 3

This information is provided by the candidate
I have over 30 years of management experience in the water supply field and that experience would allow me to quickly become an effective Board member. There are many serious water supply issues facing the community that I could assist in addressing.
The Californi drought is impacting water supplies across the state. Expericened leadership is required to manage our water resources. I have 30 years of proven experience and leadership in managing water resources for the City of Glendale and the Metropolitan Water District.

The key items that I feel are extremey necessary in the near future at the Water District are:

--The Water District obtains nearly 100 % of its drinking water from sources hundreds of miles away. More must be done to develop local water storage by increasing water storage capacity to store more water during times of surplus water supply for use during times of drought.
--Increased efforts must be made to develop more of our local water supplies and reduce the near 100 % dependence on imported water for drinking water and other potable water uses.
--Expanded water conservation efforts to reduce water use and eliminate water waste. This is especially important during this time of potential water rationing.
--Increase communition with the public on the reasons for the current water supply condition and how the public can help.
--Enhanced financial management by watching costs and to make sure funds are avaiable to expand, replace and upgrande water facilities, and most importantly upgrade water quality treatment facilities. All of these are important to the community by assuring the reliability of e water supplies.

I have experience in all aspects of water utility management including engineering, water quality, finances, operation and maintenance, planning, water rates, personnel and other required functions. Also, I teach Water Utility Management at Santiago Canyon College as a part-time Adjunct Professor

This is an especially critical time for water agencies and I will be able to immediaelty become an effective member of the board.

I feel that I am uniquely qualifed with my education experience, and qualifications to represent this area on the Board of the Moulton Niguel Water District and urge you to vote for me.

I view that I am the "experienced candidate" for this office.
