Measure C, if approved by voters, would create term limits for members of the Lynwood City Council. Specifically, Measure C would adopt a new Section 2-1.6 of the Lynwood Municipal Code prohibiting any person from serving more than two (2) consecutive terms on the Lynwood City Council.

As required by law, this term limits measure would apply prospectively, beginning with the terms of office commencing after Lynwood’s regularly scheduled municipal election in November 2009. A candidate elected at the November 2009 election would be serving his or her first term, and if re-elected in 2011, that person would be prohibited from serving again on the Lynwood City Council.

As written, Measure C would not count a term where a person was appointed or elected to fill a vacancy as a term, so that the completion of an unexpired term would not count as a term. This measure would provide that a person who has served two consecutive terms may not be elected for a third term.

Measure C was placed before the voters of Lynwood by a unanimous vote of the City Council. The City Council identified as the purpose of the measure to promote a democratic system of fair elections and encourage qualified candidates to seek public office by limiting the powers of incumbency by placing limitations on the number of consecutive terms which may be served.

This measure would take effect if approved by a majority of voters who cast votes in connection with this measure at the election.
