Candidate for
State Representative; District 18; Republican Party

Over the last twenty years most of Anne's professional experience has been directed toward making the St. Charles community a better place to live. She feels fortunate to have been able to do so across various pubic policy areas and throughout various levels of government. Most of these positions were newly created ones, affording her the challenge and the opportunity to put workable and successful systems into place as part of her job responsibilities. She has the experience, education, and the reputation of being honest and hard-working, approaching everything from projects and programs to issues and solutions in a balanced and reasonable, can-do manner.

Anne's work experience speaks for itself. She has a broad base of experience across a variety of issues, affording a more global approach in the development of public policy solutions. Her position as the Executive Director of the Partners for Progress in St. Charles County allowed her to use collaborative and constructive methods in the facilitation of a wide range of people, businesses and governments to implement projects and programs for St. Charles County in the areas of health, education, infrastructure and the environment, and the economy.

As Director of Adult and Corporate Admissions for Lindenwood University, Anne led the Adult Admissions team in setting all-time high recruitment records and developed more efficient and effective internal enrollment systems.

As Local Government Manager at the East-West Gateway Coordinating Council, Anne utilized her education, background and expertise to help several local governments throughout the St. Louis region recruit and screen professional staff, examine the feasibility of consolidating local government services and the redevelopment of a city's core.

As Director of Policy Development for St. Charles County Executive Joe Ortwerth, Anne conducted research and made policy recommendations in a number of pubic policy areas such transportation, housing, human services, intergovernmental relationships, committee and board appointments and internal investigations. She also developed the restructuring plan for the County's Public Health Department, created the Community Assistance Board and administered Executive grants for the County, monitoring compliance with regulations. Anne also gained valuable budgeting and planning expertise through monitoring St. Charles County's departmental budget expenditures for compliance with goals, objectives and targets and prepared budgets.

Selected for her unbiased approach to helping the community, Anne was liaison and advocate for St. Charles citizens with regard to Federal issues while serving as Field Representative for the United States Congresswoman for the 2nd Congressional District.

As the St. Charles City Police Department's Crime Prevention Specialist, Anne established the Victim's Assistance Program, Crime Stoppers, coordinated the Neighborhood Watch program and, utilizing the City's video production staff, developed the department's Crime Prevention cable television program on the City's cable channel.

Anne has developed excellent communication skills by serving as the representative to the public in virtually every position she has held. Over the last twenty years she has worked with various community groups, agencies, and local, county, state and Federal levels of governments to successfully broker and facilitate mutually agreeable solutions between governments, agencies, community groups and governmental programs in St. Charles County and the St. Louis region.

As Adjunct Professor of Political Science at Lindenwood University for the last ten years, Anne brings real-life knowledge of politics and government into the college classroom every semester. She believes education and experience provide an optimal learning experience for her students.

Anne has the education as well as the experience to do a good job for St. Charles in Jefferson City. She holds a Master's Degree in Business Administration, a Master's Degree in Human Service Agency Management, and an undergraduate degree in Human Resource Development. Anne also gained invaluable political and governmental insight and expertise through her participation in the Local Government Leader Program at the Harvard University Kennedy School of Government in Cambridge, Massachusetts.

Anne and her husband of 26 years, Mick, have three grown children: Katie, 24, Danny, 22 and Craig, 20. The Zerrs have lived in St. Charles and their children attended St. Cletus Parish grade school and St. Charles West High School. They are members of St. Cletus Parish. Anne's hobbies are paleontology and geology, traveling, and fitness.

It has been tremendously rewarding for Anne to have the opportunity to make positive contributions to the St. Charles community throughout her career. She has the experience, education and the reputation to be a strong representative for District 18 constituents in Jefferson City.
