Joseph Palm was born in St. Louis, Missouri at City Hospital #1. Joseph grew up in the neighborhood currently referred to as the Upper West End, however this recent designation came about due to the hard work of the community to steadily improve the conditions of this general area. Joseph is the proud father of three beautiful daughters.

Joseph Palm is the Committeeman of the historic "Mighty" 26th Ward that has given birth to leaders such as the former Congressman William Clay, Sr., Norman Seay, and Wayman Smith. Joseph serves on the Juvenile Accountability Board for the West End Neighborhood through the 22nd Judicial Circuit-Family Court. Joseph also serves on the Missouri Council for Adolescent and School Related Health (CASH).

Joseph Palm is employed at People's Health Centers, headquartered in the "Mighty" 26th Ward. He is a health educator for the community at large, delivering lectures on improving the quality of life through preventive healthcare measures in St. Louis City and County Public Schools, churches, community organizations, universities, conventions and numerous other venues in the Saint Louis region. Joseph Palm holds a Master's Degree in Public Health from Saint Louis University, a Bachelor's Degree in Communication Studies from St. Louis University, and an Associate's Degree from Forest Park Community College (focusing on Criminal Justice).
