Shall the City of Saint Charles, Missouri issue its general obligation bonds in an amount of Thirty Million Dollars ($30,000,000) for the purposes of constructing, furnishing and equipping a community fitness and aquatic center serving people of all ages and abilities, including fitness areas and track, gymnasiums, warm water and lap pools, an indoor water park, community meeting rooms, veterans programs, child care, and teen and senior spaces?
