Impartial Analysis from the County Counsel
Measure G, if approved by a majority of those voting, would permit the Loma Prieta Joint Union Elementary School District to maintain its current appropriations limit for four years.

Article XIIIB of the California Constitution, enacted in 1979 as part of Proposition 4, restricts governmental spending by setting an annual appropriations (spending) limit. This appropriations limit is also known as the "Gann limit." The California Constitution authorizes voters to increase this appropriations limit for a maximum period of four years at a time. Unless the voters do so, the appropriations limit will be based on an earlier year's limit adjusted for changes in the cost of living and population.

In 2004, the voters of the District approved a special tax and an increase of the appropriations limit in the amount of that special tax. At this time the Board of Trustees of the District has resolved to submit to the voters the question whether the appropriations limit approved in 2004 should continue for four more years.

Measure G does not authorize the District to impose a new assessment or increase the property tax rate. Instead it would permit the District to continue to spend the special tax already approved by the voters. The expenditures will be used to improve and maintain the quality of education in the District.

A "yes" vote on Measure G is a vote to continue the previously approved increase in the District's appropriations limit.

A "no" vote on Measure G is a vote against continuing the previously approved increase in the District's appropriations limit.

Arguments For Measure G Arguments Against Measure G
The children of the Loma Prieta Joint Union Elementary School District need your YES vote for Measure G, a four year extension of the Gann Appropriations Limit originally approved by the voters in 1996. This is not a new tax. The revenue generated by the "Loma Prieta Quality Education Tax" of $150 per parcel allows the district to maintain valuable programs critical to student success.

The Loma Prieta Joint Union School District scored over 900 on the California Academic Performance Index, one of only seven districts within Santa Clara and Santa Cruz Counties to do so. Great teachers and sufficient funding are the foundation of this success. The $283,000 that the parcel tax generates for Loma Prieta Elementary School and C.T. English Middle School every year makes a significant difference in the quality of education we can provide to all our children.

Measure G will support essential programs and services including:

  • Math, science, language arts and educational technology,
  • Music, performing arts and library resources,
  • Small class sizes,
  • Student health and safety, and
  • Facilities, grounds and classroom maintenance.
The State funding model does not cover important education programs at the Loma Prieta School District. The School District relies upon the additional funds from the parcel tax, KEEP Campaign, Loma Public Education Foundation, and other fundraising efforts to afford rich educational programs that result in outstanding student achievement.

Measure G is a valuable investment in the future of our children, our grandchildren and our community. Losing these funds would mean immediate cuts in critical educational programs. The measure provides exemptions for senior citizens, adjacent parcels and certain impacted property. The authorization to collect the parcel tax expires every four years and must be reauthorized by local voters. Once again, this is not a new tax.
