Fiscal Officer with diverse functional experiences in a progressive financial institution and municipal government. Expertise in auditing, financial controls, and accounting. Experience in governmental accounting, local taxation, and tax collection. Have supervised support personnel. Computer literate. Practical, logical, realistic, and dependable. Strong people and analytical skills. Certified Public Accountant Certificate. MBA in Quantitative Analysis and BBA in Accounting from the University of Cincinnati.

CAREER HISTORY:

City Of Hamilton, 1997 to Present. Income Tax Auditor

Interpret and enforce city's income tax ordinance for eight entities. Audit personal, business, and corporate returns for Hamilton, Eaton, West Milton, Phillipsburg, Butler County Annex, two Joint Economic Development Districts (JEDD), and New Miami. Supervise clerical staff. Perform reconciliation with earnings statements (W2s) and business returns. Assist citizens, businesses, and co-workers. Perform collections including court appearances. Knowledge of federal, state, and local tax laws.

Home Federal Bank, 1973 to 1997.

A federal savings bank with seven branches in Ohio and Indiana. Over 125 employees and over $260 million in assets.

Financial Control Administrator, 1995 to 1997.

Developed financial reports and performed general accounting and financial management functions.
  • Developed and implemented changes in accounting procedures and programs to improve the efficiency of the Financial Control Department.
  • Advised customers, co-workers, officers on policies, procedures, and practices.
  • Prepared reports for corporate (Holding Company) and senior management.
  • Generated reports for outside regulators - Office of Thrift Supervision.
  • In charge of payroll and related reports and taxes.

Internal Auditor, 1990 to 1995.
Managed two-person department. Responsible for ensuring compliance with various regulations, policies, and internal controls.
  • Developed and implemented audit procedures and programs.
  • Prepared annual audit plan with budgeted hours for each application.
  • Submitted reports to and communicated with senior management, president, and audit committee of the Board of Directors.
  • Liaison with various auditors and examiners.

Controller, 1979 to 1990.
Responsible for the administration of the accounting and purchasing functions. Supervised staff of up to six employees. Perform Treasurer's duties in his absence.
