Norma J. Holt Davis is a long time resident of Cincinnati, Ohio. She is married to Rev.Dr. Wayne R. Davis, has one daughter, and three grandchildren. Davis received her B.S. Degree in Chemistry from Tuskegee University. She attended law school at Ohio State University and the University of Cincinnati and received her J.D. from the University of Cincinnati. Davis is licensed in Ohio and Kentucky; in the Federal District Court, Southern District of Ohio; and the United States Court of Appeals for the Sixth Circuit. Davis is also a trained mediator.

Davis has a rich professional profile. She has worked as a solo or small firm practitioner for much of her career. She has done civil and criminal practice. Her civil practice has included the following areas of law: probate, family, juvenile, transactional, small business, corporate, administrative,bankruptcy, and litigation. Davis worked for the Sixth Circuit Court of Appeals, Cincinnati, Ohio as a law clerk and staff attorney. She also worked for ProKids as an Attorney-Guardian Ad Litem. She directed the Children's Law Center, Chase College of Law, Highland Heights, Kentucky. Davis has taught as an adjunct. Most recently, she served as an Assistant Hamilton County Public Defender where she tried hundreds of misdemeanor and felony cases.

Davis has always found time for engagement with civic and religious organizations that seek to improve the quality of life of residents in Greater Cincinnati and Hamilton County. She is currently serves as a Trustee, Cincinnati Bar Association; Member Board of Directors of Families Forward; and as a Member of the President's Advisory Committee, Xavier University, where she serves on the Women of Excellence Sub-Committee. Previously she served as President of the Cincinnati Branch of the NAACP and 4C. She also served on the Police-Community Relations and Justice Team, Cincinnati CAN; and as a Trustee, United Way/Community Chest.
