Sunnyvale Charter Section 802 now provides that the City Manager shall prepare the annual budget and submit it to the City Council.

The proposed Charter Amendment to Section 802 will add a requirement that City boards and commissions will have the opportunity to review the annual budget related to their board or commission responsibilities and to make recommendations to the City Council prior to budget adoption.

Sunnyvale Charter Section 1012 now provides that the Parks and Recreation Commission has authority to review the annual budget of the Parks and Recreation Department prepared by the City Manager and to make recommendations about the budget to the City Council.

The proposed Charter Amendment to Section 1012 will delete the budget review authority that is specific to the Parks and Recreation Commission and substitute the added budget review opportunity for all City boards and commissions in Section 802.

Sunnyvale Charter Section 1014 now provides that the Board of Library Trustees has the authority to review the annual budget of the Library prepared by the City Manager and to make recommendations about the budget to the City Council.

The proposed Charter Amendment to Section 1014 will delete the budget review authority that is specific to the Board of Library Trustees and substitute the added budget review opportunity for all City boards and commissions in Section 802.

A "Yes" vote is a vote to amend Sunnyvale Charter Sections 802, 1012 and 1014 to provide the opportunity for all City boards and commissions to review the annual budget prepared by the City Manager and to make recommendations on the budget to the City Council, and to delete the budget review authority specific to the Parks and Recreation Commission and the Board of Library Trustees.

A "No" vote is a vote not to amend Sunnyvale Charter Sections 802, 1012 and 1014.

A "Yes" vote is a vote to amend Sunnyvale Charter Sections 802, 1012 and 1014 to provide the opportunity for all City boards and commissions to review the annual budget prepared by the City Manager and to make recommendations on the budget to the City Council, and to delete the budget review authority specific to the Parks and Recreation Commission and the Board of Library Trustees.

The Charter limiting the budget review to two commissions runs counter to the openness and inclusionary approach of Sunnyvale government. This Measure will add language for all City boards and commissions to review the annual budget. Utilizing the broad perspective provided by all the boards and commissions will ensure a balanced budget with appropriate service levels.

A "Yes" vote will:

  • Ensure budget review by all Boards and Commission
  • Ensure a balanced budget with appropriate service levels
  • More accurately reflect the needs of the residents of Sunnyvale

Support broad and diversified input to the City of Sunnyvale annual budget and vote Yes.

Full Text of Measure F

If Measure F carries, the City Charter of the City of Sunnyvale, shall be amended by amending Section 802, of Article VIII (City Manager) and Sections 1012 and 1014, of Article X (Appointive Boards and Commissions), to read as follows:

Section 802. Powers and Duties. The City Manager shall be the chief executive officer and the head of the administrative branch of the City government. He/she shall be responsible to the City Council for the proper administration of all affairs of the City and to that end, subject to the personnel provisions of this Charter, he/she shall have power and shall be required to:

(1) Appoint and remove, subject to the Civil Service provisions of this Charter, all officers and employees of the City, except as otherwise provided by this Charter, and except as he/she may authorize the head of a department or office to appoint and remove subordinates in such department or office;

(2) Prepare the budget annually and submit it to the City Council and be responsible for its administration after adoption. City boards and commissions shall be given the opportunity to review the annual budget and make recommendations to the City Council;

(3) Prepare and submit to the City Council as of the end of the fiscal year a complete report on the finances and administrative activities of the City for the preceding year;

(4) Keep the City Council advised of the financial condition and future needs of the City and make such recommendations as may seem to him/her desirable;

(5) Make investigations into the affairs of this City, or any department or division thereof, or any contract, or the proper performance of any obligation running to the City;

(6) Submit to the City Council, at each meeting for its approval, the list of all claims and bills approved for payment by him/her; and

(7) Perform such other duties as may be prescribed by this Charter or required of him/her by the City Council, not inconsistent with this Charter.

Section 1012. Parks and Recreation Commission. Powers and Duties. The Parks and Recreation Commission shall have power to:

(a) Act act in an advisory capacity to the City Council in all matters pertaining to parks, recreation, playgrounds and entertainment; and

(b) Review the annual budget of the Parks and Recreation Department prepared by the City Manager, and make recommendations concerning the budget to the City Council.

Section 1014. Board of Library Trustees. Powers and Duties. The Board of Library Trustees shall have power to:

(a) Act in an advisory capacity to the City Council and City Librarian in all matters pertaining to the City Library; and

(b) Review the annual budget of the City Library prepared by the City Manager, and make recommendations concerning the budget to the City Council; and

(c)(b) Exercise such other functions as now or hereafter may be prescribed by the City Council and which do not conflict with the provisions of this Charter.
