G. Rick Marshall is running to hold the Board of Education accountable for the failures of the past four years. His pledge is:

Three R's: Report, Reform & Rebuild

REPORT to Parents and Voters.

  • Publish an independent review of the kindergarten child molester at Anza Elementary. Ask for policy recommendations and implement them district-wide.
  • Appoint a new 1998 bond oversight committee to finish the job.
  • Publish outside audit of the 1998 bond expenditures.

REFORM Maintenance.
  • Stop deferring maintenance
  • Address immediate clean up and repair needs (roof, shower, toilet and locker).
  • Add 40 maintenance staff over 4 years.
  • Explore alternatives like asset sales and solar power to offset some bond funding. Can support a reasonable bond with these provisions:
  • Annual tax opt-out for seniors.
  • Set aside replacement cost for boilers, roofs, etc. from annual budget over their useful lives.

REBUILD Hull in Two Years or Less.
Rebuilding Hull was a commitment made during the 1998 bond campaign. We must keep our commitment to rebuild without more bond money. We must prioritize and reallocate local dollars to win state matching funds that are available for the project. Hull should be first but shouldn't be the last school rebuilt.
