PROFESSIONAL EXPERIENCE

Rick Marshall is an independent Information Technology Consultant and Software Developer, experienced in design, development, and interconnectivity of commercial information systems.

His specialty is software development employing relational database and object-oriented programming techniques in Visual Basic. His 20-year history of consulting work includes a broad cross-section of industry disciplines. He has delivered best-in-class solutions to Southern California automotive, banking, educational services, healthcare, publishing, and tax preparation clients. Rick Marshall has maintained an independent consulting practice since 1988.

COMMUNITY CONTRIBUTIONS

Rick Marshall served for five years as a coordinator for Prison Fellowship's Project Angel Tree, a program that provides gifts to children of incarcerated prisoners during Christmas time.

Rick Marshall served as a member of the Curriculum Advisory Committee for the Office Administration Department at Harbor College, advising on the information technology skill and training needs of industry.

Rick Marshall has also helped raise funds to find a cure for Muscular Dystrophy as part of the Muscular Dystrophy lockout in Torrance.

Rick Marshall founded and serves as chairman of Save Money and Reduce Taxes (SMART). He organized and led the effort to qualify a local citizen initiative to repeal the street lighting tax on Torrance property owners.

Rick Marshall led the effort to reform our school repair bonds. His suggested reforms helped make our 1998 bond so attractive that Wall Street gave it a lower interest rate and a higher credit rating.

In 2001, Rick Marshall organized and led the effort to qualify ballot Measure Q to repeal the landscape and lighting tax imposed on Torrance property owners.

In 2005, Rick Marshall organized and led the effort to qualify ballot Measure T to disband the Torrance Unified School District and return $300,000 per year to district classrooms.

FAMILY

Rick Marshall lives with his wife, Janice, in southeast Torrance. The Marshalls moved to Torrance shortly after they were married in 1990. They are homeowners and have two daughters, Kirsten, a freshman in high-school and Victoria, who is a fourth-grader. Both Kirsten and Victoria are studying and practicing ballet at Lauridsen Ballet Studio in Torrance and are looking forward to performing the Nutcracker at Christmas time. Rick and Janice are members of Redeemer Presbyterian Church in Torrance.
