Smart Voter Political Philosophy for Robert R. "Bob" Zahm

Candidate for
Member, Board of Education; Rye City School District

I am running for the Rye City School Board to continue enhancing the District's performance for the benefit of Rye students and the Rye community. My professional experience and the contributions I have made during my first term demonstrate my qualifications to serve as a Trustee on the Rye City School Board.

As a technology and management consultant, I have had operational experience setting policy and performance targets, assessing performance against targets, and identifying continuous improvement opportunities. As a Rye tax payer and father of three children in the Rye school system, I have a vested interest in controlling spending growth while seeing that high quality, effective educations are delivered to our students.

During the current year, I have chaired two committees, the Enrollment Balance Committee and the Finance and Budget Committee. This year, the Enrollment Balance Committees has:

  • Quantified the financial impact of enrollment imbalances between the elementary schools
  • Identified a spectrum of options for achieving and maintaining enrollment balance across the elementary schools
  • Recommended policy that would reduce the proposed budget $270,000

The Finance and Budget Committee has:
  • Assessed and rejected introduction of a Utility Tax as more expensive than the current property tax
  • Assessed and recommended consolidation of banking relationships to produce higher interest income.

Last year, I chaired the Budget Analysis Committee, served as Rye's delegate to the New York State School Board Association's (NYSSBA) annual convention, and served on the NYSSBA's Task Force on Retirement Benefits. The Budget Analysis Committee:
  • Produced a detailed report showing the primary cost drivers behind spending and tax growth
  • Increased the degree of transparency of District finances and budgets
  • Recommended changes to accounting and reporting to provide school-based and program-based views on the budget and expenses.

The NYSSBA's Task Force on Retirement Benefits produced a four point legislative plan intended to bring the rapidly increasing costs of retirement benefits under control. It is now up to all of us to encourage our State legislators to enact the appropriate legislation.

I have also served on the Technology Committee, Facilities Committee, Health & Safety Committee, and Curriculum Council.

Finally, I am proud of the work completed to enhance the physical infrastructure of the three elementary schools. Each of the schools has received much needed upgrades affecting capacity and physical safety that makes them fit to handle the foreseen levels of enrollment with a higher degree of safety than was previously possible.
