1. Public education is financed through property taxes and state funds. What other means of raising revenue would you support?*

Answer from Thomas P. DiNapoli:

It is unsustainable for public education to be funded primarily through property taxes, as is currently the case for many Nassau County school districts. The system of financing education could be made more progressive with a higher portion of the cost paid by those having greater ability to pay and increasing the state investment in education.


2. Legislative districts have been determined on a partisan basis. Would you support establishing an independent commission as a more open and ethical way to create the districts? Please explain.*

Answer from Thomas P. DiNapoli:

The Assembly will hold statewide public hearings on the process for drawing Congressional, Senate, and Assembly Districts in connection with the 2010 federal census. These hearings will consider pending legislation that would, among other things, establish a nonpartisan apportionment commission. Other ideas and models are sure to be discussed. I will defer reaching a conclusion on this proposal until after the public hearing process has taken place.
