GREGORY J. O'SULLIVAN Supplemental Information

My firefighting career spans 34 years. In those 34 years, I have served with a municipal fire department and the U.S. Forest Service holding the following positions:

Fire Chief 8 years Battalion Chief 4 years Fire Captain 7 years Engineer 3 years Firefighter 11 years

During my years in fire management I have been responsible for:

· Supervision of crews with up to 25 firefighters (including female and ethnically diverse crews);
· Formulation, monitoring, and expenditure of station/department budgets; · Applying for and receiving grants for personal protective and firefighting equipment each fiscal year as Templeton Fire Chief; · Development of training plans and programs both at the local and regional levels; · Recruitment, training, placement, recognition and retention to staff a volunteer fire department; · All Fire Prevention activities including use of necessary codes - UBC, UFC, Health & Safety, etc. Reading and interpreting building plans to ensure compliance with appropriate codes, plan review and inspections of fire sprinkler systems in both commercial and residential occupancies; · Participation in employee evaluation panels including oral boards; · Active member and current President of County Fire Chiefs' Association; · Holding the position of Firefighters' Association President for 9 years (which included the handling of employee adverse action problems as well as meeting with City representatives to discuss wages, benefits and working conditions); · Establishing and serving on committees that have addressed the issues of safety in the work place; equipment evaluation and purchasing.

I have extensive supervisor and management experience of volunteers in my 14+ years as a volunteer with the American Red Cross. My positions included: CPR/First Aid Instructor, Community Volunteer Services Chair, Chairman of Volunteers, Board member, Vice Chairman of the Board of Directors, Long Range/Strategic Planning committee member and serving on the Executive Committee which developed and monitored a $1.4 million budget.

PROFESSIONAL EXPERIENCE:

Fire Chief Templeton Community Services District July 1998 + present Current salary $68,000 per year

Responsible for the overall management and operations of a 25 person Paid Call Firefighter (PCF) Fire Department. While the primary responsibility of the position is the protection of a community of 6,000 against natural and man-made disasters, a large percentage of my time is spent on matters involving fire prevention activities, as well as the recruitment, training, placement, recognition and retention of a volunteer staffed department. In addition to plan review, inspections and the issuance of fire safety plans, I wrote a fire sprinkler ordinance which was adopted by the Board of Directors requiring all but single family residences to be fully fire sprinklered. This has reduced the District's current and long-term liability, with regards to fire protection, and is anticipated to reduce the District's ISO rating.

During my tenure personnel records, training standards, a training manual, and a reorganization of the Department have been achieved. The Department took delivery last year of a new interface fire engine after a year-long process developing the specifications. Currently, I sit as a member of two countywide committees, one which is attempting to develop a "functional" consolidation of fire resources within the county; the other is attempting to develop a standard guide of development standards, again for all county fire agencies. Currently, working with the CDF/County Fire Department and the FireSafe Council to reduce fuel loads in sensitive areas within the District.

Current certifications include: EMT-1D Firefighter II, Class A California State Driver's license including endorsements M, I, T, and N. State Certified Fire Officer, Fire Instructor I, Fire Investigator, and Fire Prevention Officer.

Battalion Chief City of San Gabriel August 1994 + July 1998

Responsible for planning, organizing, direction and supervision of a platoon (paid staff and volunteer cadets) in all emergency and non-emergency activities, assuming command on all major incidents. Assignments have included: formulating and monitoring a $2.9 million budget; administering department operations (developed and compiled Operations Manual used by Department); supervising equipment and station maintenance; coordinating all equipment purchases; setting agenda and facilitating Officers' meetings; performing pre-occupancy inspections with Building Department officials; providing staff support to the Department's Safety and Equipment Committee; and, other related duties. Administrative assignments were Training Officer and Disaster Preparedness Coordinator, developing a comprehensive Training Manual and Training Plan to meet Department's Mission and stated Goals.

Captain City of San Gabriel July 1990 - July 1994

Responsible for direction and supervision of station crew (paid staff and volunteer cadets) in all emergency and non-emergency activities, including: fire suppression; EMS; fire prevention; facility maintenance, equipment, and apparatus; training; scheduling; and, community relations. Frequently perform as Incident Commander on emergency incidents. Responsible for contributing to the formation of the department's annual budget.

Firefighter City of San Gabriel February 1982 - June 1990

Responsible for: implementing firefighting tactics; providing care, comfort and appropriate aid on emergency medical calls; driving rescue unit under Code 3 conditions; fire prevention; training; acting as Captain or Engineer on an as needed basis; and performing required duties on multi-agency incidents. Certifications include: Firefighter I & II, EMT-1D/T, Class A, M, I, T & N California State Driver's License.

U.S. Forest Service Angeles National Forest April 1978-February 1982

Engine Captain

Responsible for direction, control, and training of a 7 person initial attack crew for wildland firefighting. Also responsible for formulation of the station budget and the maintenance and readiness of station and equipment.

Helicopter Flycrew Foreman

Responsible for: supervising a 14 member paid fire suppression crew; coordinating Bell 212 helicopter transportation for crew; and for logistical support of air operations of heliports and helispots.

Camp Crew Foreman

Responsible for directing a 10-20 man Camp crew in the suppression of wildland fires. The following were the ICS certifications held while assigned to the above positions: Branch Director, Division Supervisor, and, Strike Team Leader. Acted as Operations Chief and Incident Commander on small fire incidents. Regional Instructor for the following courses: Forests Fire Engineer Academy, Wildland Fire Suppression, ICS, Hydraulics, Pump Theory.

Engineer/Firefighter U.S. Forest Service Angeles National Forest April 1973-April 1978

Responsible for maintenance and operation of a brush engine as well as a 3000 gallon, dual axle water support vehicle with Phos-chek mixing capabilities. Also performed as Assistant Hand Crew Foreman, fire hand crewmember, and engine hoseman

Mechanic/Engine Rebuilder Jacobs Engine Rebuilding 1968-1973 (part time)

Mechanic/Engine rebuilder of domestic autos.
