Should city employees enforce federal laws?

Escondido voted to draft an ordinance banning illegal immigrantrs from renting in the city.
The reasons given for some of the recent proposals by the current City Council is that the Federal Government is not "doing it's job". Can a city local government succeed where the United States Government failed? Can a local city government have the resources to identify immigration problems and try to solve them? If the focus is changed from local city issues like potholes and school testing performance to enforcement of federal immigration laws, what resources are lost in the translation? What are we willing to give up in exchange?

I know that I'm not a "typical" canidate and I know I will never be a career Politician, but I know the problems that the City of Escondido faces. I know the direction it needs to go to solve problems without being divisive and mean-spirited. Instead of wasting time and effort on issues that are not local, I can see to it that Escondido becomes a better place to live.
