General Plan Update

By Thomas J. "Tom" Malson

Candidate for Council Member; City of Galt

This information is provided by the candidate
It is to the point of being critical to our City that we get a new General Plan certified by this time next year.
We have many projects and issues that are even now starting to be affected by not having this plan in place. Such as traffic Capital Improvement Fee's, urban services boundary, waste water treatment plant capacity, services for our new high school, infrastructure planning and economic development.

Regional Planning:

Being a representative for Folsom, Isleton and Galt on various Commissions has exposed me to regional issues. In addition I am:

  • Galt's representative on the League of California Cities Transportation, Communications and Public Works Committee.
  • Our city's alternate representative on the SACOG board.
  • Galt's representative on the Sacramento Region's Green Print Board.
  • Member of Rails to Trails Advisory Council.
  • I also attend monthly Local Government Commission Bridge dinner's.

Growth:

Having been involved in our last update in 1989, I know that the best tool for planning Galt's future is our General Plan. This is where our cities policies and goals are put down on paper. They include our sphere, green belts (open space), housing needs, parks, transportation, sustainable development policies and land use. This provides a planning tool for the next 10-15 years. Since I have been on the Council our growth has averaged
2.27% a year and our new General Plan is projecting growth rates of between 3 to 3-1/2% a year over the next 20-years.

This is far from "massive uncontrolled growth" and instead looks to be well managed growth (Data from California Department of Finance):

  • Jan '03, 22,001, 4.67%
  • Jan '04, 22,153, 0.69%
  • Jan '05, 22,758, 2.73%
  • Jan '06, 22,982, 0.98%

    Average past 4-yrs: 2.27%
