Highlights while in office

Candidate for Director; Mount View Sanitary District

Experienced long time board member (Elected November 1993).

Was on board for the UV Startup November of 1994.

Appointed board President November 1994, 1995, 2003, 2005.

The MVSD education program started up approximately in 1992 with the In-Class Program followed by The Interpretive Center Program which started in 1996.

Regularly attend Government Affairs Day Sacramento through the California Special Districts Association (CSDA) and attend other events sponsered by CSDA.

Regularly attend California Association of Sanitary Agencies (CASA) conferences. CASA provides an excellent forum for California wastewater agency elected officials, managers and staff to keep up to date on legislation, regulations, and legal developments which effect public agencies. Regular conferences provide an opportunity to network with other professionals and exchange ideas about common challenges. Publications from CASA provide current information and are supplemented by broadcast e-mail alerts regarding time-sensitive issues.

Partnered with Central Contra Costa Sanitary District (CCCSD) to provide Contra Costa County with first permanent Household Hazardous Waste Collection Facility (HHWCF) in 1997 the HHWCF has exceeded projected use each year since. (Shared CAL/EPA Award for the Collection facility)

Planning Committee for the Construction of the District's Administration Building and Learning Center.

Conservation Easment with East Bay Regional Parks District (EBRPD) for McNabney Marsh Spring of 2000.

Successfully acquired from the SFBRWQCB NPDES permits.

Every year the District has been on time and on budget.

Numerous Association Awards such as: California Water Environment Association San Francisco Bay Section's Treatment Plant of the Year in 1995, 1996, 1998, 2001 and 2005. Their section and their State level Public Education Award for Small Budget in 1996 for Intrepative Center Program. Their Section Public Education Award for 2005. Their Engineering Achievement Award in 1995. California Association of Sanitation Agencies 2001 Public Service Award for Public Education Program.

During my time on the Board we have also successfully negotiated several leases that have provided financial resources for the District:

3 Cellular Phone Sites
2 Billboards
Chevron/Valero servicing station next to Valero's pigging Station.

Chevron Wetlands Mitigation for McNabney Marsh.

During Stan's tenure as a board member MVSD has effectively communicated to constituents via MVSD newsletter. Stan has written several articles, and has suggested articles, or has suggested content for the newsletter.

MVSD has sponsered several annual open houses-since the 1995 open house for the UV celebration.

MVSD actually reduced rates (after the UV startup) in 1996.

Promoted and provided much input for the Stratigic plan 2004.

Served on Finance/Budget committees, Public Information Committee, Planning committee.

Negotiated garbage franchise agreement.

Developed formal written evaluations for manager performance - this was intiated by Stan Caldwell previously it was not as frequently and it was done verbally.
