To maintain excellent local schools, repair and upgrade outdated science and technology facilities, classrooms and restrooms, replace aging trailers with modern classrooms, improve fire, security, and emergency systems, update computer and instructional technology, shall Las Virgenes Unified School District issue $128 million of bonds at legal rates to renovate, acquire, construct, repair and equip our local neighborhood schools, sites and facilities, with required independent financial audits, citizen oversight and no money for administrators’ salaries?

Arguments For Measure G6
Help Local Students Stay Ahead of the Curve!

The Las Virgenes Unified School District, serving Calabasas, Agoura Hills, Westlake Village, Bell Canyon and Hidden Hills, provides excellent education for all students in our community from elementary through high school. Our local schools are outstanding institutions that receive statewide awards of distinction. Local students earn some of the highest scores on statewide exams. Excellent schools are vital for local families and help sustain high property values for all of us, whether or not we have children in school.

To that end, aging facilities and outdated science and technology equipment must be brought up to 21st Century standards to maintain excellent schools that support all students.

  • Measure G will make our great schools even better!
  • Measure G means state-of-the-art science and computer labs, including computer upgrades every three years, to ensure access to the latest technology.
  • Measure G will replace 30-year old, deteriorating restrooms.
  • Measure G reduces school campus overcrowding.

Full Text of Measure G6
PROJECTS

The Board of Trustees of the Las Virgenes Unified School District evaluated the District’s urgent and critical facility needs, including safety issues, enrollment trends, class size, overcrowding, and computer technology, in developing the scope of projects to be funded, as outlined in the Las Virgenes Unified School District Facilities Master Plan, incorporated herein, and as shall be further amended from time to time. In developing the scope of projects, teachers, staff and community members have prioritized the key facility, health, and safety needs so the most critical needs are addressed. The Board conducted a facilities evaluation and received public input and review in developing the scope of facility projects to be funded, as listed in the Facilities Master Plan. This input of teacher and community leaders concluded that if these needs were not addressed now, the problem would only get worse. In preparing the Facilities Master Plan, the Board of Trustees made eight important determinations:

(i) the District must upgrade its older schools, particularly renovate Lindero Canyon Middle School, to maintain the current high quality of education; and

(ii) the District must equip every local middle and high school with state-of-the-art science and technology labs so that all students have access to modern learning tools; and

(iii) the District must replace deteriorating, 30-year old school restrooms with modern facilities; and

(iv) the District must reduce overcrowding by building new classrooms, including a new elementary school; and

(v) the District must install and upgrade fire prevention, security and emergency response systems at every school so that all students are safe; and

(vi) the District must make comprehensive upgrades to aging middle and high schools, upgrade learning technology in every school library in the District, and provide Performing Arts Education Centers with classrooms and large group distance learning facilities at the high schools; and

(vii) the District must maintain District-wide technology upgrades so that all students have access to adequate equipment and software; and

(viii) the District must spend any local bond money to fund the Facilities Master Plan exclusively on schools within the District and shall not allow bond monies to be transferred to the State or any other agency.

Copies of the Facilities Master Plan are available at the District Office and each school site within the District.

A.C. STELLE MIDDLE SCHOOL

  • Improve School Safety:

    Install security/anti-vandalism system, including cameras and improved lighting, install interior hall wall protection.

  • Upgrade Technology:

    Provide and maintain state-of-the-art technology, data and communication equipment, upgrade Internet access and wireless technology, adapt to “smart classrooms” to improve learning, upgrade campus-wide technology, replace outdated computers, provide training, replace network infrastructure equipment; and install wiring/wireless upgrades, as necessary.

A.E. WRIGHT MIDDLE SCHOOL

  • Repair, Upgrade, Equip and/or Replace Obsolete Classrooms, Restrooms, Instructional Facilities, Site and Utilities, Improve School Safety:

    Repair, upgrade and/or replace outdated and deteriorating plumbing, bathrooms, sewer, drainage, irrigation, fencing, security and anti-vandalism systems, fields, grounds, bleachers, other instructional facilities, increase safety, improve lighting, increase energy and water efficiency, paint, reduce fire hazards by upgrading fire alarm system, and meet legal requirements for disabled access.

  • Expand Classroom and Facility Capacity:

    Build and equip music classroom, demolish 40-year old trailer classrooms, expand parking capacity.

  • Upgrade Technology:

    Provide and maintain state-of-the-art technology, data and communication equipment, upgrade Internet access and wireless technology, adapt to “smart classrooms” to improve learning, upgrade campus-wide technology, replace outdated computers, provide training, replace network infrastructure equipment; and install wiring/wireless upgrades, as necessary.

AGOURA HIGH SCHOOL

  • Repair, Upgrade, Equip and/or Replace Obsolete Classrooms, Restrooms, Instructional Facilities, Site and Utilities:

    Upgrade science labs, repair, upgrade and/or replace outdated and deteriorating plumbing, bathrooms, sewer, drainage, irrigation, electrical systems, wiring, heating, ventilation and cooling systems, security systems, fields, grounds and track, surface paint, other instructional facilities, lockers, kitchens, lunch rooms and shelters; increase safety, improve lighting, increase energy efficiency, reduce fire hazards, and meet legal requirements for disabled access.

  • Improve School Safety:

    Improve traffic flow by improving parking and drop-off spots, make classrooms and campus accessible to handicapped students as required by law, enhance emergency preparedness, install emergency back-up generator.

  • Expand Classroom and Facility Capacity:

    Build and equip additional science, Performing Arts Education Centers with classrooms, large group distance learning facilities, dance and wrestling facilities, expand teacher preparation and instructional material space, replace 25-year old trailer classrooms with new two story building.

  • Upgrade Technology:

    Provide and maintain state-of-the-art technology, data and communication equipment, upgrade Internet access and wireless technology, adapt to “smart classrooms” to improve learning, upgrade campus-wide technology, replace outdated computers, provide training, replace network infrastructure equipment; and install wiring/wireless upgrades, as necessary.

BAY LAUREL ELEMENTARY SCHOOL

  • Repair, Upgrade, Equip and/or Replace Obsolete Classrooms, Instructional Facilities, Site and Utilities:

    Repair, upgrade and/or replace outdated and deteriorating drainage systems, surface paint, replace landscaping in kindergarten yard and improve lighting.

  • Improve School Safety:

    Install security and anti-vandalism system, safety cameras.

  • Reduce Overcrowding, Expand Classroom and Facility Capacity:

    Build new bathrooms for primary classrooms, expand teacher preparation and instructional material space, upgrade extended day kindergarten facility.

  • Upgrade Technology:

    Provide and maintain state-of-the-art technology, data and communication equipment, upgrade Internet access and wireless technology, adapt to “smart classrooms” to improve learning, upgrade campus-wide technology, replace outdated computers, provide training, replace network infrastructure equipment; and install wiring/wireless upgrades, as necessary.

BUTTERCUP PRE-SCHOOL

  • Repair, Upgrade Site and Utilities:

    Install irrigation management system to conserve water.

  • Expand Classroom and Facility Capacity:

    Build and equip second pre-school facility at east end of District.

  • Upgrade Technology:

    Provide and maintain state-of-the-art technology, data and communication equipment, upgrade Internet access and wireless technology, adapt to “smart classrooms” to improve learning, upgrade campus-wide technology, replace outdated computers, provide training, replace network infrastructure equipment; and install wiring/wireless upgrades, as necessary.

CALABASAS HIGH SCHOOL

  • Repair, Upgrade, Equip and/or Replace Obsolete Classrooms, Restrooms, Instructional Facilities, Site and Utilities:

    Upgrade existing science labs, repair, upgrade and/or replace outdated and deteriorating plumbing, bathrooms, sewer, drainage, irrigation, electrical systems, surface paint, wiring, security card system, fields, grounds and track, other instructional facilities, lockers, kitchens, lunch rooms and shelters; increase safety, improve lighting, increase energy efficiency, meet legal requirements for disabled access, and repair leaky roofs.

  • Improve School Safety:

    Improve parking area lighting, replace campus handrails, make classrooms and campus accessible to handicapped students as required by law, enhance emergency preparedness, install emergency back-up generator, replace field surfaces with synthetic material to reduce injuries and save water, replace pool plaster and rotting decking, stabilize slopes near playing fields.

  • Expand Classroom and Facility Capacity:

    Build and equip additional science, special education, and Performing Arts Education Centers with classrooms, large group distance learning facilities add restrooms to field areas, expand teacher preparation and instructional material space, replace 25-year old trailer classrooms with new two-story building.

  • Upgrade Technology:

    Provide and maintain state-of-the-art technology, data and communication equipment, upgrade Internet access and wireless technology, adapt to “smart classrooms” to improve learning, upgrade campus-wide technology, replace outdated computers, provide training, replace network infrastructure equipment; and install wiring/wireless upgrades, as necessary.

CHAPARRAL ELEMENTARY SCHOOL

  • Repair, Upgrade, Equip and/or Replace Obsolete Classrooms, Restrooms, Instructional Facilities, Site and Utilities:

    Repair, upgrade and/or replace outdated and deteriorating retaining walls, plumbing, bathrooms, sewer, drainage, irrigation, electrical systems, wiring, surface paint, fields, grounds, multi-purpose room floor, other instructional facilities, lockers, kitchens and lunch room shelters; increase safety, improve lighting, increase energy efficiency, reduce fire hazards, and meet legal requirements for disabled access.

  • Improve School Safety:

    Improve traffic flow by improving parking and drop-off spots, install security and anti-vandalism systems, security cameras and enhanced lighting.

  • Expand Classroom and Facility Capacity:

    Build and equip additional bathrooms, food service facility and lunch shelter, expand teacher preparation and instructional material space, renovate classrooms for extended day kindergarten.

  • Upgrade Technology:

    Provide and maintain state-of-the-art technology, data and communication equipment, upgrade Internet access and wireless technology, adapt to “smart classrooms” to improve learning, upgrade campus-wide technology, replace outdated computers, provide training, replace network infrastructure equipment; and install wiring/wireless upgrades, as necessary.

INDIAN HILLS HIGH SCHOOL

  • Repair, Upgrade, Equip and/or Replace Obsolete Classrooms, Instructional Facilities, Site and Utilities, School Safety:

    Upgrade drainage, irrigation, electrical, security anti-vandalism systems, other instructional facilities, surface paint, increase energy efficiency, and water conservation.

  • Expand Classroom and Facility Capacity:

    Build and equip additional alternative education classrooms.

  • Upgrade Technology:

    Provide and maintain state-of-the-art technology, data and communication equipment, upgrade Internet access and wireless technology, adapt to “smart classrooms” to improve learning, upgrade campus-wide technology, replace outdated computers, provide training, replace network infrastructure equipment; and install wiring/wireless upgrades, as necessary.

LINDERO CANYON MIDDLE SCHOOL

  • Expand Classroom and Facility Capacity:

    Build and equip additional science classrooms, a new library, music classrooms, expand play fields, expand and upgrade student counseling and support rooms.

  • Repair, Upgrade, Equip and/or Replace Obsolete Classrooms, Restrooms, Instructional Facilities, Site and Utilities:

    Upgrade classrooms, repair, upgrade and/or replace outdated and deteriorating plumbing, bathrooms, sewer, drainage, irrigation, electrical systems, furniture, bleachers, surface paint, wiring, heating, ventilation and cooling systems, fields/obstacle course, grounds, other instructional facilities, canopy over locker area, kitchens, handball wall, gate to staff parking; increase safety, increase energy efficiency, reduce fire hazards, and meet legal requirements for disabled access.

  • Improve School Safety:

    Upgrade fire alarm system, security and anti-vandalism systems, improve lighting and install cameras for safety, make classrooms and campus accessible to handicapped students as required by law, enhance emergency preparedness, install emergency back-up generator.

  • Upgrade Technology:

    Provide and maintain state-of-the-art technology, data and communication equipment, upgrade Internet access and wireless technology, adapt to “smart classrooms” to improve learning, upgrade campus-wide technology, replace outdated computers, provide training, replace network infrastructure equipment; and install wiring/wireless upgrades, as necessary.

LUPIN HILL ELEMENTARY SCHOOL

  • Repair, Upgrade, Equip and/or Replace Obsolete Classrooms, Restrooms, Instructional Facilities, Site and Utilities:

    Upgrade, repair, refurbish facilities for extended day kindergarten, install drainage and irrigation systems to conserve water, upgrade kindergarten play yard, increase energy efficiency, replace surface paint.

  • Improve School Safety:

    Install security/anti-vandalism system, safety cameras and enhanced lighting.

  • Expand Classroom and Facility Capacity:

    Build and equip permanent multi-purpose room, expand teacher preparation and instructional material space, replace classroom trailers with permanent modular building.

  • Upgrade Technology:

    Provide and maintain state-of-the-art technology, data and communication equipment, upgrade Internet access and wireless technology, adapt to “smart classrooms” to improve learning, upgrade campus-wide technology, replace outdated computers, provide training, replace network infrastructure equipment; and install wiring/wireless upgrades, as necessary.

ROUND MEADOW ELEMENTARY SCHOOL

  • Repair, Upgrade, Equip and/or Replace Obsolete Classrooms, Restrooms, Instructional Facilities, Site and Utilities:

    Repair, upgrade and/or replace outdated and deteriorating plumbing, bathrooms, sewer, drainage, irrigation systems, surface paint, play yards and grounds, other instructional facilities, lockers, kitchens, lunch rooms and shelters; increase safety, improve lighting, and increase energy/water efficiency.

  • Improve School Safety:

    Install security/anti-vandalism system, safety cameras and enhanced lighting, upgrade barrier and fencing on Mureau Road, improve traffic flow by improving parking and drop-off spots.

  • Expand Classroom and Facility Capacity:

    Renovate classrooms for extended day kindergarten, expand teacher preparation and instructional material space, and replace trailer classrooms with new permanent modular building.

  • Upgrade Technology:

    Provide and maintain state-of-the-art technology, data and communication equipment, upgrade Internet access and wireless technology, adapt to “smart classrooms” to improve learning, upgrade campus-wide technology, replace outdated computers, provide training, replace network infrastructure equipment; and install wiring/wireless upgrades, as necessary.

SUMAC ELEMENTARY SCHOOL

  • Repair, Upgrade, Equip and/or Replace Obsolete Classrooms, Restrooms, Instructional Facilities, Site and Utilities:

    Repair, upgrade and/or replace outdated and deteriorating drainage and irrigation systems, grounds, kindergarten yard, surface paint, improve lighting, increase energy efficiency.

YERBA BUENA ELEMENTARY SCHOOL

  • Upgrade Technology:

    Provide and maintain state-of-the-art technology, data and communication equipment, upgrade Internet access and wireless technology, adapt to “smart classrooms” to improve learning, upgrade campus-wide technology, replace outdated computers, provide training, replace network infrastructure equipment; and install wiring/wireless upgrades, as necessary.

DISTRICT-WIDE PROJECTS

  • Construct new elementary school.

  • Improvements to District Office, including equipment for digital record keeping, replacement of phone system, upgrading instructional technology and software, installation of emergency back-up generator, regular upgrades of Internet access technology and computer network infrastructure.

  • Improvements to Maintenance/Operations Warehouse, including seismic upgrades, replacement of disaster communication system, technology upgrades and maintenance, expansion of freezer space, installation of back-up generator and replacement of temporary operations facilities.

Listed building, repair, and rehabilitation projects and upgrades will be completed as needed. Each project is assumed to include its share of furniture, equipment, architectural, engineering, and similar planning costs, construction management, District administrative oversight and a customary contingency for unforeseen design and construction costs. The allocation of bond proceeds will be affected by the District’s receipt of State bond funds and the final costs of each project. The budget for each project is an estimate and may be affected by factors beyond the District’s control. The final cost of each project will be determined as plans are finalized, construction bids are awarded, and projects are completed. Based on the final costs of each project, certain of the projects described above may be delayed or may not be completed. In such case, bond money will be spent on only the most essential of the projects listed above. Some projects may involve the demolition of existing structures.

FISCAL ACCOUNTABILITY. THE EXPENDITURE OF BOND MONEY ON THESE PROJECTS IS SUBJECT TO STRINGENT FINANCIAL ACCOUNTABILITY REQUIREMENTS. BY LAW, PERFORMANCE AND FINANCIAL AUDITS WILL BE PERFORMED ANNUALLY, AND ALL BOND EXPENDITURES WILL BE MONITORED BY AN INDEPENDENT CITIZENS’ OVERSIGHT COMMITTEE TO ENSURE THAT FUNDS ARE SPENT AS PROMISED AND SPECIFIED. THE CITIZENS’ OVERSIGHT COMMITTEE MUST INCLUDE, AMONG OTHERS, REPRESENTATION OF A BONA FIDE TAXPAYERS ASSOCIATION, A BUSINESS ORGANIZATION AND A SENIOR CITIZENS ORGANIZATION. NO DISTRICT EMPLOYEES OR VENDORS ARE ALLOWED TO SERVE ON THE CITIZENS’ OVERSIGHT COMMITTEE.

NO ADMINISTRATOR SALARIES. PROCEEDS FROM THE SALE OF THE BONDS AUTHORIZED BY THIS PROPOSITION SHALL BE USED ONLY FOR THE ACQUISITION, CONSTRUCTION, RECONSTRUCTION, REHABILITATION, OR REPLACEMENT OF SCHOOL FACILITIES, INCLUDING THE FURNISHING AND EQUIPPING OF SCHOOL FACILITIES, AND NOT FOR ANY OTHER PURPOSE, INCLUDING TEACHER AND SCHOOL ADMINISTRATOR SALARIES AND OTHER OPERATING EXPENSES.
