Phil Wyman's commitment to public service started in 1969 when he enlisted in the U.S. Air Force. He was awarded the Air Force Commendation Medal for his service in the U.S. Embassy, Manila, Philippines, and after being honorably discharged, completed his studies on the G.I Bill.

Phil was an early and effective leader in the 1978 Taxpayer's Revolt and defeated an anti-Proposition 13 incumbent to win a seat in the State Assembly. In Sacramento, he built a legislative record as "the taxpayer's best friend and the criminals worst enemy" and won reelection six times. He was elected to the State Senate in a special election in 1993 where he served two years and was sent back to Sacramento in 2000 when his neighbors elected him to another term in the State Assembly.

A fourth generation Kern County resident, Phil is the father of three children, Andrea, Elizabeth and David. He and his brother Ted currently manage the Wyman Family Ranch in Tehachapi and Phil operates his own economic development firm, Phil Wyman and Associates. Phil serves as chairman of the Tehachapi Mountain Foundation and is a member of the American Legion, The Tehachapi Chamber of Commerce, and the China Lake Astronomical Society.

Phil received his Bachelor's degree in Political Science and Agricultural Economics from the University of California, Davis, and his Juris Doctor degree from the University of the Pacific's McGeorge School of Law. Additionally, he completed graduate studies in International Law at the Ateneo de Manila University in the Philippines.
