"I was taught by my father, Retired Congressman Ron Packard, that our country's purest form of government is at the local level. I believe local governments are best equipped to decide how to spend tax dollars. I understand the relationship between State and Local governments. I have served in many aspects of community service including the Vista City Council where I was instrumental in the revitalization of Vista+a huge success bringing millions of dollars of revenue to the city. I also served on Encina Waste Water where I worked closely with other community leaders, gaining their respect as a man with integrity and a sensible approach to government. I have earned the strong endorsement of most of the mayors and city council members in North County, and hope I can count on your support."
