The federal government has no authority over the institution of marriage. It is here to defend our rights, not to define them or to limit them.
The legitimate powers of government come from the consent of the governed. This means government may not have any powers that we (as individuals) don't have to grant to government. Since we (as individuals) don't have any right to tell another person whom they may or may not marry, we may not grant this power to government at any level.
