Why spaying and neutering is a statewide concern
I recently had the opportunity to attend the Pet Fair conducted on the grounds of Frost Middle School. Many families passed down the rows of booths to see the various displays. Of course the children were fascinated by all the possible pets that were up for adoption. The booths were representing a number of organizations who try to rescue animals that are abandoned on our city streets. These organizations, such as German Shepard Rescue, Park Avenue Downtown Rescue and Last Chance for Animals, are staffed by dedicated folk who are committed to save these unfortunate creatures that are left to fend for themselves. At the fair, there were cages full of newborn kittens that were left at dumpsters and dogs found roaming the streets. One woman who had started the group that put this fair together told me that she had gotten started when she was driving up Nugent Avenue and saw a person in the car ahead of her toss a dog out of the window. She stopped to attend to the animal which had sustained fractures of both hind legs. She has that dog today. Tragic and inspirational stories such as these are common among the people who were participating at the fair.

Last Chance for Animals was particularly concerned about elephant habitat. They could not comprehend why Los Angeles City Council approved millions of dollars to expand the elephant facility at our zoo. They said this new facility was inadequate to provide for the elephants. They also noted that there was a preserve in Northern California that would willingly take our elephants and would have paid for the relocation costs. This preserve would allow the elephants a reasonable environment to in which to live. They stated that the city was interested in the possible revenues that it may derive from visitors who wished to see elephants at our zoo. My thinking is, it would take a lot of visitors to pay back the 39 million dollars earmarked to cage the pachyderms.

All there spoke in one common voice, that we require better spaying and neutering programs to keep the animal population in reason. They said this endeavor would more than pay for itself when we consider the cost of maintaining our animal shelters and providing vet care to the surviving animals.

Another organization showed me an ASPCA brochure aimed at grade three though five kids to understand the problem of exponential growth that would occur if an animal (cat) is not spayed.

I believe that it is reasonable that the state educational system review the
