Julia's Ten Point Plan for California Education

By Julia Brownley

Candidate for Member of the State Assembly; District 41; Democratic Party

This information is provided by the candidate
We must make California schools great again! To do that we must set a policy goal that our schools will be in the top ten in the nation in student achievement and per pupil funding within ten years.
1. We must fully fund California schools including K-12 through Community College to bring California into the top 10 states in per student funding.
2. We must provide every California family access to early childhood education. Every child should be able to attend a high quality preschool program.
3. We must reduce class size to 20 students in all elementary grades as well as the important transition grades such as the first year of middle school and the first year of high school.
4. We must ensure early identification and intervention for students who are falling behind and provide sufficient resources for focused intervention for these students.
5. We must restore quality science, fine arts and music education as part of the core curriculum--not a luxury that only a few districts can afford. Vocational education needs to be available for those students who choose not to go to college.
6. We must attract the best talent to the teaching profession by providing incentives such as tuition assistance for college students who want to teach, and expanding tax breaks for teachers.
7. We must ensure that our schools prepare our children for the 21st century. In addition to preparing our students in the sciences, mathematics and language arts, our students need to have strong communication skills, as well as being critical thinkers and life-long learners.
8. We must ensure adequate state and federal funding for special education services.
9. Accountability is essential. We must demand transparency in local school district budgeting to ensure that every possible dollar is spent in the classroom to improve the quality of teaching and learning.
10. We must empower parents and teach parents to understand and support the habits and study skills necessary for their children to be successful.
