Reduce Traffic Congestion and Build a Super Park in North County

Supervisor Horn's accomplishments in bringing traffic relief and creating a magnificent park in North County
Traffic is the number one frustration for people who live and work in our County. We need to build and widen more roads. People know how hard it is to reach Interstate 15 during rush hour. This year, I represent the County on the San Diego Association of Governments, or SANDAG. My goal is to make sure SANDAG comes through on promises that were made when the TransNet sales tax extension was approved.

I have been able to secure agreements with North County Indian Tribes for road improvements such as Valley Center Road. Phase 1, a new four-lane section of the road is now open and the remainder of the project is on tract to be completed ahead of schedule. We've also secured funding for landscaped medians, which will increase safety and beautify the town of Valley Center. Forging a cooperative agreement with the San Pasqual tribe was essential in securing funding for the ongoing maintenance costs of the landscaped medians.

One of the most important roads in North County is Highway 76. At our Board's request, SANDAG has agreed to make widening of this dangerous stretch of road from Melrose to I-15 a priority project in the TransNet measure.

To expedite the widening of Highway 76, I am providing incentives by creating a 1500-acre park along the San Luis Rey River. Public amenities such as parks are important to our quality of life in North County. Under my direction, the San Luis Rey River park will feature hiking, biking, horse trails, ball fields and protected habitat. All of the necessary State and Federal agencies are on board with the plan. The County has put $6.5 million toward the project. We have purchased land along the San Luis Rey River and will be buying more for the park.

Public transportation in North County has not been overlooked. Many residents in District 5 rely on public transportation. To make bus rides a better experience for everyone, I designated funds for new, high quality bus shelters throughout North County. I've also fought to ensure routes that serve the elderly who can no longer drive.
