For fifteen years, Russ worked as an Economic and business Development Specialist and a Transportation analyst for the State of California. During his tenure, Russ was responsible for bringing major corporations into California to boost the economic base of many cities, and worked to create over 10,000 new jobs in southern California.

Currently, Russ works with local teens in the classroom as a Special Education Technician at San Diego High School. He works with developmentally disabled students teaching them reading, computer technology, and work experience on community service projects.

While serving on the Parks & Recreation Commission and Economic Development Commission, Russ collaborated with the community and fellow colleagues to develop a Park Master Plan and develop new strategies to attract businesses and amenities in Chula Vista. As a result, there are numerous new parks in a variety of neighborhoods, a Business Technology Park in eastern Chula Vista and a host of restaurants, specialty stores and recreational opportunities for families.

As a Planning Commissioner and member of the General Plan Update Committee, Russ worked tirelessly to formulate planning policies that include sustainable communities, appropriate mixed-use developments and participated in numerous public hearings on downtown redevelopment, the new Auto Business Park and plans for the Chula Vista Bayfront.
