Mayor Barajas' Agenda for First Week in Office

Here are the points I would like to take head-on the first week in the Mayor's Office.
Item 1: Approved by Council's Resolution No. _____ Each council member to be resident of the district he or she represents and to be voted by the city at large. This enactment to commence on the next election term for the subject district.

Item 2: Approved by Council's Resolution No. _____ The City Clerk's office to be an elective office; this enactment to commence by special election in 2007, thereafter every general November election for a 4-year term with a 2-term limit.

Item 3: Approved by Council's Resolution No. _____ The City Attorney's office to be an elective office; this enactment to commence by special election in 2007; thereafter every general November election for a 4-year term with a 2-term limit.

Item 4: Approved by Council's Resolution No. _____ The City Manager's office to be reviewed by the council immediately after a Mayor's election every 4 years. The Manger with a record in good standing will be limited to a 4-year term, 2-term limit.

Item 5: Approved by Council's Resolution No. _____ The Chula Vista Transit to be managed by Chula Vista City operations and local hired employees and any pending contracts with S.D.T.C. to be reversed and void effective 30 days after the approval of this resolution.

Item 6: Approved by Council's Resolution No. _____ To reclaim the bay shore land under the control of the Port of San Diego. To rescind the State Legislative Act of 1962, and to operate under the management of the City of Chula Vista to the effective 30 days after approval of this resolution.

Item 7: Approved by Council's Resolution No. _____ For any City Official using an address other than a home address for reference, the Post Office Box is to be in the City of Chula Vista.

Item 8: Approved by Council's Resolution No. _____ Pursuant to the conflict of interest laws, safety personnel of the Police and Fire departments are not to be used as endorsement by any public official or candidate's campaign propaganda.

Item 9: Approved by Council's Resolution No. _____ Any of the issues of the matters entitled "No free lunch for the Mayor" ( including the Mayor's First Friday breakfast at The Club) Based on previous council's approval to be reversed and Mayor to reimburse money expenditures.

1. No personal use of the City's car for the Mayor
2. No Chevron/gas card for the Mayor
3. No $4800 per year personal allowance expenditure for the Mayor (e.g. petty cash)

Item 10: Approved by Council's Resolution No. _____ Finance Department Business Development. All electronic or print media soliciting business via advertisement or public exposure in Chula Vista to be subject to business license fees according to the extent of the operations in the City. The printed media to identify the printer's company name displayed in the business operation directory section (according to federal law). Effective day forthwith.

Catch All Resolution No. _____ includes: Closure of the Telecenter at 1550 East H Street and Citizen's Advisory Committee.

Item 11: Approved by Council's Resolution No. _____ The Mayor's Ad Hoc Committees to be activated and functional in the following areas:

A. The Mayor's Ad-Hoc Committees to oversee that there are adequate Children's Health Care Services and Childcare Services for the working single or married parents with low income limitations.

B. The Mayor's Ad-Hoc Committees to oversee that schools are built by new home track developers and that adequate facilities are proved to the new settlement of people for their enjoyment of the new community in which they made their choice to live.

C. The Mayor's Ad-Hoc Committee on youth to oversee that there are adequate youth healthcare services and sports facilities which are not in existence and to avail assistance in any community in need and to any youth with low income limitations.

D. The Mayor's Ad-Hoc Committees to oversee senior citizens' needs for all U.S. Citizen Voters in the City of Chula Vista, and with low income limitations.

a. Seniors over 60 years old to be availed of Medicare programs and Social Security benefits.

b. Implementation of Local House Authority and Program for Home Ownership for senior citizens who do not own a home and have been paying rent of $400 a month or more to be assisted with Federally funded programs and with Creative Financing to purchase New Town-Homes with a price of under $100K. These homes to built with guidelines to accommodate senior citizens 55 years and over who are with low income limitations.

c. Priority to avail the existence of programs to U.S. Senior Citizen Voters.

E. The Mayor's Ad-Hoc Committee to implement any assistance to Citizen-Taxpayers-Voters and to all the people in their community needs, making the City of Chula Vista the beautiful jewel worthy of Leonardo da Vinci's masterpiece.
