Candidate for
Democratic Party Central Committee; County of Monterey; Supervisorial District 4

Allan Groves moved to Seaside from the Boston area nearly three years ago. He is a financial economist, having worked for Irving Trust Company and Travelers Insurance Company, and the Federal Home Loan Bank of Boston, where he was Vice President and Director of Economic Research.

Allan designed one of the first variable rate mortgages for homeowner use, and before that, an experimental adjustable rate mortgage for commercial use in California. He is a proponent of leasehold homeownership, a financial innovation that can make homeownership in high-demand areas of the country, such as Monterey County, much more affordable. He is a graduate of the University of Rochester, Johns Hopkins School of Advanced International Studies (SAIS) in Washington DC and the Bologna, Italy branch of SAIS.

Allan has started five businesses and currently operates two of those. As Principal of Tower Research II, he conducts in-depth technical interviews of telecom equipment operators on six continents, and of computer software in North America. In addition, he has started the first Resort Maps franchise in California, producing the free, colorful, new large-format visitor maps of Monterey and Pacific Grove that have appeared around town in the last few weeks.

Allan and his wife Camille live in Seaside Highlands, has been elected to the Homeowners Association Board of Directors, and currently is Chief Financial Officer of the HOA.

Perhaps most important, Allan has been active in Democratic Party politics since his arrival here. Initially an active supporter of Wes Clark for President, he turned his activity to supporting the very successful campaign headquarters in Monterey, undertook grassroots Get Out The Vote efforts in his new community among voters who were arriving and wanting to vote, and led a team of about 35 pollwatchers on Election Day 2004. Then he became one of the most active leaders of the Boots Camp revitalization effort in the Central Committee in 2005-06.

Allan is a member of the State Central Committee and was a Delegate to the 2005 Democratic Party Convention in Los Angeles. He is an Alternate Member of the Monterey County Democratic Party Central Committee.

He and his wife Camille are the proud parents of two daughters.

Allan brings his economics background, international exposure, energy and practical business experience to the Central Committee.
