Frank's career in Long Beach began long ago + not as a public servant but as a newspaper delivery boy. It was then, riding through the neighborhoods of Long Beach, that he came to appreciate our great city, its strong neighborhoods and its diverse people.

After graduating from Cal State Long Beach, Frank joined the military were he honorably served as 1st Lieutenant in the California Army National Guard. Before public service, Frank began his own successful Real Estate business and served 8 years as the President of the Belmont Shore Business Association.

Frank was elected to serve the citizens of Long Beach as Councilmember for the Third District in 1996 and was reelected to a second term in July of 2002.

Today, Councilmember Colonna presides as Chair of the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy (RMC), and works in conjunction with state and local legislators to improve the condition of our waterways and to acquire and enhance areas of open space. In addition, he is Chair of the RMC Watershed Conservation Authority that focuses on improvement projects in both the San Gabriel and Lower Los Angeles Rivers watersheds.

Frank is also Chair of the Governing Board of the Alameda Corridor Transportation Authority (ACTA), and is the immediate past-president of the Gateway Cities Council of Governments (COG) and continues to represent the City of Long Beach on its Executive Committee, an organization that represents 27 member cities at the Regional, State and Federal levels on issues of importance to Southeast Los Angeles County. He also serves as the Gateway Cities Council of Governments Special Liaison to the Ports of Long Beach and Los Angeles and is the Co-chair of the COG's Interstate 710 Freeway Oversight Policy Committee.

In January, Washington D.C. Mayor Anthony Williams selected Frank to serve as Chair of the Central Cities Council of the National League of Cities.

Within the City of Long Beach, Frank serves as Chair of the Federal Legislation and Environmental Affairs Committee, Vice Chair of the Personnel and Civil Service Committee and Vice Chair of the Tidelands and Harbor Committee. He was unanimously elected Vice Mayor of the City of Long Beach and served from July 2002 to July 2004.

Frank was born in Chicago, Illinois, moved to Long Beach, California at age 11, and attended St. Anthony's Elementary and High School. He graduated from California State University, Long Beach with a Bachelor of Science Degree, and received his Master's Degree in Environmental Health from California State University, Northridge.

Frank and his wife, Michelle, have been married for over 35 years. They have three adult children, a son, Jeremy, and two daughters, Megan and Laurel.
