To improve the quality of education, shall Standard School District be authorized to upgrade, improve, construct, and modernize classrooms and school facilities including making health and safety improvements, renovating electrical systems to improve access to compuiters and technology, constructiong new classrooms, upgrading restrooms and plumbing systems, and qualifying the District for $3,400,000 in State grants by issuing $28,000,000 in bonds within legal interest rates, with annual audits, a citizens' oversight committee and NO money for administrators' salaries?
