One portion of the City Charter, Section 47f (8), applicable only to the operations of the Port of Redwood City, has been identified for revision in order to provide consistency and uniformity with other areas of City operations, and to reduce the amount of administrative time and expense involved in the process of purchasing materials and supplies.

Section 47f (8) sets threshold amounts for the Port's purchase of materials or supplies. These thresholds are currently set at levels which result in administrative and operational inefficiencies by requiring more frequent preparation of documents and action by its Board of Port Commissioners. Revision of these thresholds will allow the Port to reduce the amount of administrative time and expense incurred in purchasing its materials and supplies. This proposed change in purchasing thresholds will also align the Port with the professional standards for its industry.

If the voters approve Measure "N," the Port's contracts for purchase of materials or supplies in an amount under $20,000 may be entered into without solicitation or advertising for bids. Contracts between $20,000 and $50,000 will be required to be awarded to the lowest responsible bidder following solicitation of bids. Contracts over $50,000 will be required to be awarded to the lowest responsible bidder following solicitation and advertisement for bids. The Board of Port Commissioners can reject any and all bids, and require additional solicitation or advertising.

The Port is a successful department of the City, and these are reasonable, "good business" thresholds that will increase the Port's administrative efficiency and reduce expense.
