MSJC is an underserved district. It presently is third from the bottom in the percent of students served per 1,000 adult population. It consistently is not earning all of the available state growth apportionment for full time equivalent students. To not grow to our minimum state growth allocation only increases this underserved area. RCC consistently meets their growth allocation and also serves a percent of students above the allocation.
Four of five years, MSJC has left available state allocated dollars for growth at the state table. Once these dollars are not earned in full time equivalent growth (FTES), they are permanently lost. They are then distributed to overcap colleges growing above their allocation. Last year RCC received 1 million extra dollars for serving students over their Cap. MSJC needs to implement a similar type of enrollment growth policy in order to provide better access to the students in the district. From 1990-2000 MSJC tripled enrollments and doubled state funded facilities by an aggressive growth policy. That policy needs to be implemented once again to assure access to the students in our district.
