- District needs to consistently earn all available state growth apportionment revenue (Make the Cap) to increase class sections.
- District needs to change the current scheduling practices to maximize existing facility usage to maximize points earned for state funded facilities.

- MSJC Needs to Capture All State Growth Dollars

MSJC is an underserved district. It presently is third from the bottom in the percent of students served per 1,000 adult population. It consistently is not earning all of the available state growth apportionment for full time equivalent students. To not grow to our minimum state growth allocation only increases this underserved area. RCC consistently meets their growth allocation and also serves a percent of students above the allocation.
- MSJC Needs to Change Its Scheduling Practices

The 2000-2005 Master Plan states "the newly developed schedule should maximize the use of available instruction space throughout the District." The college needs to make this a real priority in order to increase access to more class sections for the students within our district. A compressed Monday through Friday course schedule does this.
- I Will Not Support A Local Tax For New Campus Facilities

The discussion and presentation at the board table this past year has been the possiblity of bringing a General Obligation Bond before district voters for future campus and facility building projects. At each presentation I have taken the position that until the district captures all existing state revenues and maximizes usage of existing facilities, such bond campaign is premature.
