As President & CEO/Science Director of a science center, Ling-Ling Chang is an independent thinker and has the knowledge, experience and ideas to lead the Walnut Valley Water Board.

Ling-Ling Chang, a 20-year Diamond Bar resident, serves on the Parks & Recreation Commission, is Chair of the Diamond Bar Community Foundation, has served on the City of Diamond Bar's Steering Committee of the Youth Master Plan and the Sports Complex Task Force, and serves on many community/non-profit boards.

Ling-Ling Chang has a reform plan to:

  • Bring fiscal ACCOUNTABILITY to the district, ensuring open communication between the district and residents regarding funds
  • Bring ethical management and leadership practices to the Board
  • Implement top-rated water conservation and education programs
  • Ensure accurate, efficient service
  • Ensure highest quality water at the lowest possible fee.

Ling-Ling Chang has been formally recognized by City of Los Angeles, City of Diamond Bar, City of Monterey Park, Los Angeles County Board of Supervisors, YWCA, and local school districts.

She is energetic and experienced, with a high regard for ethics and integrity. She has the vision necessary to bring much-needed positive change and reform on the Board!
