Shall Article XIII, Section 1 of the Charter of the City of Glendale be amended to effectuate technical changes to remove obsolete language referring to reading rooms and also be amended to provide that library fines be paid into the general fund?

The present Charter makes reference to reading rooms and requires that fines be paid into the library fund.

The amendment would remove the reference to the antiquated title of reading rooms, as none exist in the City. Additionally, the amendment proposes to simplify record keeping by removing the requirement of paying fines into a library fund, as none currently exists. Instead such fines will be paid into the general fund as is current practice. These are technical changes only.

Arguments For Measure CharterAmendment-13
The library budget is derived from the City's general fund. The reference to a library fund in the Charter does not provide for additional funding over and above what is currently allocated through the budget, but adds an unnecessary layer of record keeping. These are technical changes only and will not impact library operations.
